There is no wrong or right. Its up to the clue writer. If they
don't tell you, you have to guess or figure it out from pace
calibration clues. Everyone has a different leg length so it is
tough to be precise about this anyway. I have seen both in clues.
If people want, we can have a poll, and put what most people vote
for on the FAQ. Then, people can go with the majority when writing
clues, and assume the majority view when solving them. I hesitate
to do this, because it seems to lend some sort of "officaldom" to
the FAQ or whatever, and that is not what I think we want, but since
this question does come up alot, I will add it to the FAQ, and will
add the results to such a poll. HTH.
